Disability and the Policy Framework for Accessibility
The Right of Persons with Disabilities Act, 2016 makes accessibility, inclusion and non –discrimination mandatory. Under sections 40, 41, 42, 43,44,45,46, the Act emphasizes on accessibility of educational institutions, public buildings, new construction, sanitation facilities, transportation, documents, information, websites and mobile apps, products and services.
Globally too, the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), on which the RPWD Act 2016 is based under Article 9 details the need to enable persons with disabilities to live independently and participate fully in all aspects of life through measures, which shall include the identification and elimination of obstacles and barriers to accessibility.
